🏡 HCV Homeownership Program
The Housing Choice Voucher (HCV) Homeownership Program allows eligible participants in PCHA’s HCV (Section 8) program to use their voucher assistance toward monthly mortgage payments—helping them become first-time homeowners. Instead of paying rent to a landlord, the subsidy goes directly toward a mortgage.
✅ Basic Eligibility Requirements
To qualify, current HCV participants must:

Be a participant of the HCV Program for at least 1 year and remain in good standing with PCHA
(Port-ins must rent with PCHA for a minimum of 1 year before qualifying) -
Be enrolled in the Family Self-Sufficiency (FSS) Program
(Required for all applicants, including elderly/disabled) -
Be a first-time homebuyer
(No ownership interest in a home within the last 3 years)
Income Requirements:

Elderly or Disabled Households

Head of household must be elderly or disabled

Must receive at least the minimum monthly SSI benefit
(Benefits for children or spouses do not count)

Non-Elderly/Non-Disabled Households

Must be employed full-time (32+ hours/week)

Must have worked at the same job for 12 consecutive months at minimum wage or higher
