Omar Arce, Director of Construction Services
The Planning and Development Department works closely with contracted architects and compiles plans, specifications, feasibility studies, HUD applications and other projects associated with capital improvements and repairs of PCHA’s owned properties. The department coordinates new development, routinely makes recommendations for capital improvements, and monitors all modernization construction activities by personal inspection to ensure work quality and that work schedules are met.
In addition to modernization and capital improvements, department staff also conduct routine property inspections in accordance with HUD’s Uniform Physical Condition Standards to assure the properties are maintained in good and safe conditions at all times, prepare the agency’s Annual and Five year plans, prepare and monitor capital improvement budgets, 504 assessments, ADA modifications, physical needs assessments, energy audits and programs, and reasonable accommodation requests.

NORSTAR Development USA, LP and its affiliate, Norstar/Primerica Multifamily Development Group, a joint venture between Norstar and Primerica Group One, Inc., have been involved as lead developer in twenty (20) separate mixed-finance/mixed-income public housing authority transactions. Norstar/Primerica’s Punta Gorda project, Gulf Breeze Apartments, was recently recognized as the National Winner of the Charles L. Edson award for public housing revitalization by the Affordable Housing Tax Credit Coalition as well as being the featured project in the November 2008 issue of Novogradac’s “Journal of Tax Credit Housing”. Crystal Lakes Manor (3802 62nd Avenue N., Pinellas Park, (727) 522-2074) and Palm Lake Village (1515 County Road One, Dunedin, (727) 733-8880) apartment communities are accepting application from individuals, including disabled individuals, who are over the age of 55. Home Share is a nationally recognized program for providing affordable housing. In Pinellas County the program originated with the Local Community Housing Corporation, a non-profit organization of the Tarpon Springs Housing Authority. In an effort to expand the availability of program services throughout Pinellas County, the LCHC and TSHA teamed up with the Pinellas County Housing Authority in 2010 to create Home Share Pinellas.
Home Share Pinellas matches Home Seekers with Home Providers. Home Sharing promotes living arrangements in which people share a residence based on common needs, interests and preferences. Each arrangement is custom made; therefore, services rendered and costs involved will vary. Our goal is that each arrangement contributes not only to the individuals and families involved, but also to the community by preserving homes and promoting alternative housing solutions.
The program cuts across cultural, ethnic, gender, religious, economic and multi-generational issues. Our counseling model with in-depth interviews of both the Home Seeker and Home Provider insures that matches are made that will have the best possible likelihood of long-term success.
Home Providers are people who have more housing than they are able to maintain or afford. They are house rich and money poor; struggling to pay utilities, maintenance of the home, insurance and taxes. They seek a person to share their living arrangement who can contribute to the finances and perhaps to their life by offering companionship, assistance with house chores etc.
Home Seekers come from all walks of life. They are students, second career seekers, recently divorced persons, low-income families, unemployed persons, homeless individuals/families, and people on fixed incomes. They are in need of a living situation that will allow them to pay an affordable rent and live in a comfortable environment while they stabilize their life situation. Most Home Seekers are among the working poor who can not afford market rentals. Thus, Home Sharing is an excellent option for them, and can often become a long term solution.

HUD and the Department of Veterans Affairs, through a cooperative partnership, provide long-term case management, supportive services, and permanent housing support through the HUD-Veterans Affairs Supportive Housing program (HUD-VASH).
Eligible homeless Veterans receive VA provided case management and supportive services to maintain stability and recovery from physical and mental health, substance use, and functional concerns contributing to or resulting from homelessness.
HUD has provided “Housing Choice” Section 8 vouchers designated for HUD-VASH to PCHA to assist with their rental payments. The programs goal includes promoting maximal Veteran recovery and independence to sustain permanent housing in the community for the Veteran and their family.
This program was designed to address the needs of the most vulnerable homeless Veterans. Veterans must be VA Health Care eligible, homeless, and participate in case management services in order to obtain, and sustain, permanent independent community housing.
Veterans may be referred by any Homeless Program to see if they are suitable for an application for the HUD-VASH program.
Landlords interested in leasing their rental units to HUD-VASH Voucher participants may contact Lonnie Williams, LCSW at (727) 398-6661 ext 4518 to obtain additional information about special lease-up procedures.
Approximately 200 attended the Pinellas County Housing Authority’s Ribbon Cutting and Grand Opening Celebration recently for the beautiful new Pinellas Heights senior apartments in Largo. In addition to all of the partners that made Pinellas Heights possible, other attendees and participants in the ribbon cutting included Senator Latvala, representatives from Congressman Jolly’s Office and State Representative Larry Ahern’s office, Largo Mayor Pat Gerard, HUD Region IV Administrator Ed Jennings, and PCHA board members Joseph Triolo, Angela Rouson, and Alan Swartz. Jennings praised the efforts of a well-run housing authority that spends public funds wisely with the objective of creating community. Many of the speakers heralded the organization’s efficiency and called Pinellas Heights “a shining example of how private-public partnerships work.”
Pinellas Heights is the result of public-private partnerships providing mixed-financing for 153 one and two bedroom units. The new property has income-based rents for low-income seniors ages 62 and older. Each unit has Energy Star appliances, emergency assistance pull cords, and walk-in showers. The entire community is accessible and the building has controlled access. On-site amenities for active senior living include Angela’s Library, named for Vice Chair Rouson who named the new community, as well as touch-screen computers and internet access, arts and crafts and card rooms, fitness center, and TV lounges and laundry facilities on every floor. A large veranda overlooks the pond with views of the picnic gazebo, grilling area and shuffleboard court.
The apartment community is pet friendly and is a 100% smoke-free building. The community was constructed to Florida Water Star requirements and National Green Building Standards. Florida-friendly landscape completes the beautiful exterior of the building. The community is professionally managed by Norstar Accolade Property Management.

Regina Booker, Director of Resident Services and Programs
The Resident Services and Programs (RSP) department is responsible for coordinating a myriad of services and resources to enhance resident economic and social self-sufficiency and the quality of life for residents living in a PCHA community and those participating in the agency’s Housing Choice Voucher program.
The RSP department works to provide residents with opportunities for employment, certifications, scholarships and public and private services as well as Section 3 business certifications.
The RSP department continues to develop new and strengthen current relationships with service providers, faith-based organizations, public transportation, and local government agencies to create support services/linkages to meet resident needs and to provide homeownership opportunities. Scholarships have also been coordinated with the St. Petersburg College Foundation and through PHADA (Public Housing Authorities Director’s Association). Greater Ridgecrest Area Youth Development Initiative
The Headstart Program – Pinellas County operates in Rainbow Village Apartments. Headstart is a federally funded comprehensive child development program. It serves low-income children from birth to mandatory school age, their families and expectant mothers. Services are center-based and are housed in 22 directly operated and community partnered centers throughout Pinellas County, including PCHA’s Rainbow Village.
The purpose is to promote school readiness by enhancing the social and cognitive development of low-income children through the provision of comprehensive services; and to assist their families. For more information, visit their Headstart Program – Pinellas County or call (727) 547-5900.
The Pinellas County Police Athletic League (PAL) operates various programs at Rainbow Village Apartments. These programs are available to all children. Offering recreation, sports and education through law enforcement, the PAL program’s goal is to reach out to as many children as possible so children may have the opportunity to have fun, grow, and learn from the valuable PAL programs.
