Plan for the Future
We assess housing needs across the county, identify redevelopment opportunities, and develop long-term strategies that expand affordable housing. Our work includes feasibility studies, concept planning, and community engagement to ensure every project reflects the needs of the residents we serve.
Design Modern, Sustainable Communities
PCHA developments are built to last. We partner with award-winning architects, engineers, and contractors to design homes that are energy-efficient, accessible, and aligned with Florida’s evolving building standards. Every development emphasizes safety, durability, and quality of life.
Oversee Construction & Renovation
From groundbreaking to ribbon-cutting, our team manages the full construction process. We work with out partners to coordinate timelines, budgets, inspections, and compliance with local, state, and federal requirements to ensure projects are delivered on time and within budget.
Secure Financing & Strategic Investment
We manage complex financing structures—such as 4% and 9% Low-Income Housing Tax Credits (LIHTC), private lending, public funding, and local partnerships—to bring each community to life. Strategic reinvestment ensures long-term affordability and stability for residents.
Revitalize Existing PCHA Communities
In addition to building new housing, the Development team oversees modernization and rehabilitation across PCHA’s portfolio. We update communities with improved structural systems, energy-efficient features, enhanced safety, and upgraded amenities that match today’s standards.

Expanding Housing Opportunities Across the County
PCHA is undergoing historic growth—creating new homes for seniors and families, restoring long-standing communities, and building housing that meets today’s affordability needs.
Recent and active projects include:

Heritage Oaks – Newly opened senior community in Largo, delivering 80 high-quality affordable units with on-site amenities and wellness support.

Ridgecrest Oaks – A sister property to Heritage Oaks, currently under construction and bringing additional affordable senior housing to the Ridgecrest community.

Mills Workforce Housing – A 78-unit workforce development in Tarpon Springs, funded through Waterfall Bank and LIHTC equity, supporting local employees priced out of the area.

Flats on 4th, Flats on Main, and ALF opportunities – Expanding PCHA’s pipeline of diverse, affordable living options for seniors, families, and workers.
