Accounting

Neil Thompson, Chief Financial Officer

The Accounting department performs the accounting, payroll, budgeting, and auditing functions for all areas of the Housing Authority.  Monthly financial reports for each program area are prepared in comparison to annual budget for review by the executive director and presented monthly to the Board of Commissioners.  An annual external audit is conducted to ensure the Authority’s financial statements are fairly stated and comply with generally accepted accounting principles.  PCHA’s accounting team is dynamic, highly skilled and takes great pride in their work as demonstrated by the timely preparation of budgets and submission of reports.

 Housing Choice Voucher

Elisa Galvan, Director of Housing Choice Voucher Program 

The Housing Choice Voucher program, also known as Section 8, is HUD’s major program for assisting low and very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. The Housing Choice Voucher program enables families to locate their housing in the private rental market, where property owners are willing to participate and where the rents are no higher than the program guidelines.

Under the direction of a highly experienced and knowledgeable program director, PCHA’s HCV department is a HUD-designated “High Performing” program.  With a budget of over $25M annually, PCHA’s HCV department is staffed with 15 trained housing professionals, including an HCV compliance team to assure continued compliance with HUD regulations governing the HCV program.  The program assists approximately 2900 families and individuals with payment of a portion of their rent each month.  Several specialized HCV programs, including the HUD-Veterans Affairs Supportive Housing (HUD-VASH) and HCV Homeownership program are also administered by the department.

Compliance & Purchasing

Ray DiRusso, Director of Compliance and Development Services

The Director of Compliance develops procedures and manuals for investigating prospective and current residents/participants and trains other staff in such procedures.  In addition to conducting investigations, gathering materials and presenting investigative results in termination/ineligibility proceedings for drug-related and/or violent criminal activity, unauthorized occupancy, and unreported income, the Director is responsible for monitoring fraud debts, recoveries, and pursuing collections.  The Director is also responsible for ongoing quality control reviews, quality control inspections and management reviews to assure continued program compliance and integrity.

Human Resources

Leslie Boswell, HR Manager

The Human Resources department is responsible for activities such as planning, directing, and coordinating personnel management; risk management; regulatory compliance and, payroll and benefits administration for approximately 60 PCHA employees.  The department is also responsible for developing and implementing procedures required for compliance with State and Federal regulations, Housing Authority policies and procedures as well as conducting and coordinating staff training programs.

Resident Services and Programs

 Regina Booker, Interim Executive Director

PCHA’s newly established Resident Services and Programs (RSP) department is responsible for coordinating a myriad of services and resources to enhance resident economic and social self-sufficiency and the quality of life for residents living in a PCHA community and those participating in the agency’s Housing Choice Voucher program.

The RSP department works to provide residents with opportunities for employment, certifications, scholarships and public and private services as well as Section 3 business certifications.

Under the direction of an experienced, dedicated and highly motivated director, the RSP department is certain to flourish and has recently began developing new and strengthening current relationships with service providers, faith-based organizations, public transportation, and local government agencies to create support services/linkages to meet resident needs.  Future plans include community gardens, elderly services, and family economic self-sufficiency services.
