HOTMA: What Residents Need to Know
Information, helpful videos, fact sheets, and PCHA policy documents in one place

About HOTMA

The Housing Opportunity Through Modernization Act of 2016 (HOTMA) changes how HUD-assisted housing programs calculate income, review assets, apply deductions, process interim reexaminations, and provide certain hardship protections. PCHA is updating its policies and resident materials to implement the applicable HOTMA requirements. This webpage is designed to help residents understand the changes and find the documents they need.

A note about these videos: The videos HOTMA: What Does It Mean for Me? Parts 1 and 2 from HUD explain the main changes HOTMA makes to how your income and assets are reviewed. When the videos were made, the changes were scheduled to start on January 1, 2025. HUD has since moved that date. PCHA will begin following the new HOTMA rules on January 1, 2027. The information in the videos about what is changing is still helpful, but please disregard the January 1, 2025 date. If you have questions about how these changes may affect your household, please contact your Housing Advisor or Property Manager.
